This unidentified actress appears as a secretary in a Hong Kong film called Fruit Is Ripe 3. She has two scenes. In the first one, she jumps in a bubble bath with her boss. In the second one, she shags her boss. This was an unknown person, but upon comparing facial feature of the pictures on this page to the one on the Biography link below, the facial structure, eye brows, chin, and hair part are the same, the only difference being the pictures on this page Joy Fong has short hair and the one in the biography she has long hair.

She is not Joy Fong, because the photo of Joy with long hair is from the same movie. This actress has short hair in the movie, and has D cups. Joy has small C cups at the most. Their faces are similar, but not really the same. I have seen the movie, and they are two different actresses. Joy plays one of the lead roles, and this actress had only a minor role.
