The Nudes-A-Poppin Festival claims to be the 'Worlds Largest Outdoor Nude Beauty Pageant'
It is hosted at the Ponderosa Sun Club in Roselawn,Indiana.
I believe this beauty was a competitor in 2003.

I'd agree that it is Lizzie Mills. The piercings, body and face all match.
