Fischer was born in East Berlin, East Germany to conservative French and Czechoslovakian parents. As Fischer was developing as a teenager, she was noticed for her large bust size, beautiful face and slender figure. Fischer began her career as a lingerie model in the late-1980's on underground lingerie shows in East Berlin. Fischer first started using the name Chloe Vevrier when she started modelling for the photographer John Graham in 1992. After the fall of the Berlin Wall, she moved to London where she combined modelling with her studies. She was popularized by the American porn magazine, Score. With Busty Dusty and Traci Topps she had the website The Fantasy Cafe.
For the first few years of her career, Vevrier posed in solo layouts only, then slowly began to move into other forms of modelling, including girl-girl layouts and videos. Also in her "Diary" writings found on Chloe's website, she recounts an encounter with male pornstar, Ron Jeremy, where she admits that she nearly had sex with him. However, it has been said by some of Chloe's peers who attended an adult convention with her some years back that Chloe did in fact have a one night stand with male porn star, Julian, who is very popular with female porn stars and reportedly whose penis size measures at 9 inches.
